The formula for the line is given in Standard Form (Ax+By=C).  Now, once and forever, convert that to slope-intercept form (y=mx+b) and remember that the slope, m, is (-A/B) and the y-intercept is the point (0,C/B).
 
For the line 6x - 2y= 3, the slope is (-6/(-2))=3 and the y-intercept is (0,3/(-2)), or (0,-3/2).

This is more easily done if we make y a function of x:

 

-2y = 3 - 6x

2y = -3 + 6x

y = -3/2 + 3x (divided by 2)

 

The y intercept is the y value when x = 0.

Plugging in x = 0 we find that y = -3/2.

 

The slope is the coefficient in front of x, in this case, 3.
