I don't believe you have all the information. You either need the slope of the line which you can then solve the following equation for the slope intercept
y=mx+b (b is the slope intercept, solve by inputting the slope and the point given for x and y)
Of if you were given another point you can solve for b again using the slope intercept fomula
first by solving for the slope m = (y1-y2)/(x1-x2)
and then solving for b again
Once you have the slope intercept form and you can detrmine points on the line by inserting values for x and determining y.
Plot your points and you have graphed the line.
Note A - if you were given two points, you could just plot those two points and then draw the line between them.
Note B - once you have solve the point intercept b, you can again just plot the points, your original point (5, 2/3) and then the point (0,b). Because the point intercept is the point on the line where x is 0 and y = b.
