Like other muscles in our bodies, vocal cords are muscles that need to be trained and practiced. Archers, race car drivers, cheerleaders, sky divers, and every athlete need their muscles to be in top performance level to keep from wavering during competition. Strength training with lots and lots of practice creates muscle memory that does not falter under stress. We sing flat because our voice is not strong enough for the song, is getting tired or is searching for the right pitch. Vocalize for strength and practice to fine tune your tune. I hope this helps.
