When you are building a website is your site Publish or you can click publish later

It all depends on what desktop software or online service you are using. For example if you are using a service like Wix you can keep saving the site without publishing. If you are using software like Dreamweaver, you save as you go on your hard drive and can then hit publish when you are done. If you use Wordpress you must publish as you go to save the site, however you can set it up to say something like "Site Coming Soon" for anyone without a password so that nobody can see your site until it's complete.
