There are six different orders she could visit the cities. If you wanted to know how many orders there could be without listing all the cities out, you'd multiple the number of choices for the first city (3) by the number of remaining choices for the second city (2) by the number of remaining choices for the third city (1). Since 3x2x1=6, there are six different orders she could visit the cities.
