This is false that oxygen atom can form four covalent bonds with up to four other atoms.
this can be explained as:
A covalent bond is formed between two atoms by sharing their outermost electrons to acquire stability by the molecule.
As oxygen atom has 6 valence electrons and it become stable by acquiring two more electrons by sharing from either another oxygen atom or any other atom as hydrogen etc.By doing so oxygen completes its octet and can form only two covalent bonds.
