There 7th edition of the APA publication manual was released this year (2020), however, many schools of nursing use the APA using the 6th edition.

Level of heading 6th edition (p.62) and 7th edition (p. 47)
Heading "levels" are determined by types of sections and subsections. Level 1 headings are used for the title of each main section, level 2 headings for sub-sections of each main section.
For example: Types of Pain Management (main section, level 1); Relaxation, Distraction, Medications (sub-sections, level 2)
