Does Hebrew have a gender neutral 3rd person singular pronoun?

As far as I know there is only the masculine and feminine forms. Does Hebrew just use the masculine as gender neutral or is there something else?

There’s no such feature as neutral gender in Hebrew. All nouns are whether masculine or feminine. So Hebrew doesn’t use masculine to describe neutral. Because neutral doesn’t exist there.
