Why is the question mark not reversed in Hebrew?

Hey guys! I was looking into the Hebrew language, and discovered that even though Hebrew is written right-to-left, it uses the (?) mark to denote a question rather than the (؟) question mark used in other right-to-left languages. I’ve studied other right-to-left languages and they all use the (؟) symbol. Why does Hebrew use the other one? It looks sort of odd to me since it doesn’t “face” the sentence. Thanks!
