Hebrew uses international symbols the same way they are used internationally. Therefore question marks as well as numbers, are not reversed but rather used the same way they are used in English and in other languages. Even though Hebrew is written from right to left, numbers, which are international, are written in Hebrew from left to right. Question marks follow the same rule ,meaning, they are written in Hebrew the international way.
