The sign with the V hand-shape is a modified version of the sign SEE or LOOK-AT. Typicaly the sign is done just with an outward movement (see: https://www.lifeprint.com/asl101/pages-signs/s/see.htm). This can can be modified to tell "how" someone is seeing. For example, look up, look down, and look around. This is what you are seeing in the video. They are signing SEE then moving in a panoramic motion indicating their viewing motion. For the second sign that comes after lights, this is also a depiction (called classifier) of what the lights look like. Typically when referring to lights in ASL with a "wiggling O", it means twinkling or flickering lights. Turning lights off and on are done more with an open and closed O (similar to the sign "50").
