Thanks for your interesting question. Yes there are accents in ASL similar to what is generally referred to as accents in spoken language. There are regional differences in ASL like exist in spoken language. Certain vocabulary differences similar to how words in English vary by region like Soda, Pop, etc.
On an individual level yes individuals have their unique idiosyncratic ways of moving their hands, arms and body as they sign which is similar to accents. It is generally considered true, for example, that people in the northeast (New York, MA, CT) sign faster than people living in the south or other regions.
I'm not aware of formal studies of this but they could exist. I would urge you to do some research on your own to see if this topic has been studied. Thanks again for your question.
