The key is noticing that you don't have the tax, and so can't find the rate. One way to do this problem is to solve for the tax, which is 91.56 - 86, and then put your answer over 86, which is the base. Divide the tax by the base and get a decimal. Next change that to a percent tax rate, probably rounding to the nearest .1% unless you have been directed otherwise.
