Why carbon tetrachloride cannot be directly prepared by combining carbon and chlorine?

This is a free-radical reaction and generally involves irradiation with uv (or even sunlight). Some CCl4 will be formed, along with a mixture of CHCl3, CH2Cl2, and CH3Cl along with HCl.
