Notice that the slope between two points is the secant line.  The slope at one point is the tangent line.  So if h were to be zero, your interval would be [2, 2], which is just single point at x=2.  So if h=0, then you would be finding the slope of f(x) at that single point (the derivative).

rate = f(t + h) - f(t) ___________ h isnt this the difference quotient and not the average rate of change formula?
