here are the steps.
1. Follow the words and write your equation.  Take it each sentence at a time.  It says current temperature is 69f and is rising at a rate of 2f per hour. the per hour tells you that is the part that will be changing.  Rising temperature means you will add. So you can write the equation 69 + 2h.
2.  take the second part and write it's equation.  current temp is 84f and is falling at a rate of 3f per hour.  falling temperature means you would subtract.  so that would be 84 - 3h.  
3.  Now you want to know when they are equal. so you would set the two equations equal.
69 + 2h = 84 - 3h.
4.  to solve this equation you want to get all terms with the h on one side.  so you would begin by subtracting 69 from both sides.  this would give you (69 - 69 + 2h = 84 - 69 - 3h)  This then equal 2h = 15 - 3h. 
5 Now we need to add 3h to both sides (2h + 3h = 15 - 3h + 3h).  this equals. 5h = 15.
6.  Now solve for h.  (5h/5 = 15/5).  h = 3. 
7. Now what this means is that both gretchen and her friend would be at the same temperature in 3 hours.
