Point slope form of a line is when you are not given the equation of the line but you are given a point on the line and the slope of the line.
Given your question above the point is (3, -1) and you slope m is -3.
plug it in the equation below:
y - y1 = m(x - x1)
y - (-1) = -3(x - 3) (Answer: point-slope form)
y + 1 = -3x + 9
y = -3x + 9 -1
y = -3x + 8 (Answer: slope-intercept form)
