Is it correct to use a tilde (~) in a paper as punctuation meaning ''sort of identical to"?

Should "and" be on the following line?
If a sentence contains the word "and" at a place where it needs to continue on the next line, should the "and" be put at the end of that line or at the beginning of the next line?
