I think Alan makes a good point about the loser to the 4 nines. However, it really depends on what your neighborhood game defines as a bad beat.
I would request further clarification on your phrasing, and here is why: typically, casinos do bad-beat jackpots corresponding to the strength of the hand being beat, not necessarily the strength of the winning hand. So, when you say nines/jacks full, are you referring to (9 9 9 J J) or (J J J 9 9)? Similarly, when you say aces/fours full, do you mean (A A A 4 4) or (4 4 4 A A)? This matters because if you are referring to aces full of fours and nines full of jacks, then actually aces full of fours is a significantly stronger hand that was still cracked.
So it depends. If you can, please provide the actual typed-out hands that are being considered, and I can give you a more concrete answer.
