Are you at a casino? If so the card "speak". Lingo for you can say you have a pair but when you table your cards face up you actually have a royal flush - you have a royal flush and the dealer will (should) correct you and sort the hand out.
Verbal is binding in the case where if you say fold - you have to fold, call you have to call and raise you have to raise. They cannot actually force you to put in your chips but they can never let you play there again.
Your case is a bit of a grey area since player 2 says "he's out' but then still tables the winning hand. It's a weird case where the floor would need to come over a make a ruling if player 2 made a scene. I would probably give the pot to player 1 since player 2 verbally announced they are out. There is no rule against folding the best hand. Happens all the time in poker and it's not the casino's job to make sure player's read their hands correctly.
If player 2 had tabled their cards without saying anything, it's a black and white situation where they win the pot.
