A stem and leaf plot lets you organize the numbers by tens and ones. Start by drawing a line down the middle of your paper. Then on the left side put your tens (here it would be 0, 1, 2, 3) on the right side of the line put your ones (for 0- 6, 2, 2, 2, 1 for 1- 0, 3 for 2-1 and for 3- 1) Put them from least to greatest and you have your stem and leaf plot!
