Is it possible to draw 3D anime character in SketchUp?

Technically yes you can but it will take for ever and that's not what the program is good for. It's more for doing quick architectural studies, objects with hard edges and angles, basic shapes that sort of thing. It's a great tool for quickly blocking out the post apocalyptic shapes your Anime Character might live in as a guide for a digitally painted background. But it don't do folds in clothing and hair etc. I would look at Z brush and 3D studio Max for that sort of thing.
