I've never heard the name before, and it didn't come up with anything when I searched for it in Hebrew letters.
Typically Hebrew names ending with "el" come from the Bible, and the "el" refers to God. If Zoel were a Hebrew name, it would mean something like "this is God," but in very unnatural Hebrew, mixed from different time periods, and with feminine gender for the word "this."
