Are there versions of Livy or Plutarch that are annotated or more readable translations (for the person who is not a classics scholar)?

One can easily find the Penguin Classics series of Plutarch Lives, divined into 6 books. Not every life in Parallel Lives is included, but most. They go by the following titles that are not original to Plutarch, but modern compilations: Rise and Fall of Athens, Age of Alexander, Plutarch on Sparta, Makers of Rome, Rise and Fall of the Roman Republic, Shakespeare's Plutarch (the last one is hard to find). They are easy to read.
