the Hebrew word is רעה which can translate as any of these: an associate (more or less close)
brother, companion, fellow, friend, husband, lover, neighbor,
In Hebrew the phrase is: 'אֱהַב אֶת רֵעֲךָ ehav et re'akha (love your neighbor)
So yes, "someone close to you" is a good translation, and it is also obvious from Jesus's (Yeshua's) parable about the good Samaritan. He obviously understood the word to mean a fellow person or anyone that you come in contact with.
