It's a גֶּרֶשׁ (geresh). It's also used with some other Hebrew letters (besides ג) to make sounds that don't normally exist in Hebrew. With a ת, for example, the use of a geresh turns the letter into a -th sound. When it's used with a צ, the letter is pronounced like a -ch in English.
