Similar, but not identical. Personal injuries are within tort law, but tort law is an umbrella term that contains many things. The biggest field under tort law is, indeed, personal injury. For example, tort law can also include trespassing onto someone's property or falsely imprisoning someone inside a store. In both of those examples, there is personal injury per say (in the most common sense), yet, there is tort being committed.
