You just need to break it down into its parts.
'23 more than' means we're going to add 23 to something.
'3 times x' means that we have 3x.
'divided by' means... divided by.
'the product of 2 and y' means that the we're going to divide by 2y.
The biggest problem is that "23 more than" part because the problem is written as if it's a dangling participle--it's hard to tell if it's being added as part of the dividend, or after the division is complete. That leaves possible answers as either
3x + 23/2y
or
3x/2y + 23
