Find the equation of the line though the point (−1,9) and perpendicular to the line y=−3.

Kenzie, what does the line y = -3 look like?  It is a horizontal line at -3, right?  If you draw a line perpendicular to it, you end up with a vertical line.  Since you are passing through the point (-1,9), your equation is x = -1. Draw it and see!
