These always used to confuse me, too. We work inside out.
Hopefully you know how to find g(3).
g(3) = 32 - 1
g(3) = 9 - 1
g(3) = 8
f(8) = (1/2)8 - 1
f(8) = 4 - 1
f(8) = 3
Another more complicated way...
f(g(3)) = (1/2)(32 - 1) - 1
f(g(3)) = (1/2)(9 - 1) - 1
f(g(3)) = (1/2)(8) - 1
f(g(3)) = 4 - 1
f(g(3)) = 3
