426 rupees/12 kg is a rate; you need the unit rate for one kg.You divide rupees by kg and get an answer which is rupees/1 kg.  

 

Another way is to set up a proportion

426 rupees / 12 kg.  = x rupees/ 1 kg.   

Cross multiply and solve. You get the same answer either way
