(a,-11) and (17,-7) have a line through them with slope = rise over run = 4/(17-a)
a perpendicular line has negative inverse slope = (a-17)/4
y = (a-17)x/4 + b. to find b plug in the given point (19,5)
5 = (a-17)(19)/4 +b
b = 5 +(17-a)(19)/4
y = (a-17)x/4 + 5 +(17)(19)/4 - 19a/4
y = (a-17)x/4 + 343/4 - 19a/4
or
y = .25(a-17)x + 85.75 - 4.75a
