Do you see that you have not finished the key sentence in which the actual question would be contained?
It's likely that the question is whether, after using half of it and then one third of it, there'd be enough of the blue paint to do something else (that requires 7 3/4 pints).
As it happens, 1/2 + 1/3 is 5/6; five sixths of 18 pints is 15 pints. So only 3 pints remain.
