Odd question for this website! But I like it!
Broadcasting a console from your computer generally entails buying a capture card. Most capture cards then come with broadcasting software. If the computer isn't for your own personal use, you can get an external capture card. This would still require broadcasting software to be downloaded to the computer though. OBS (Open Broadcasting Software) is free and better than any paid software you'll find. If you don't want to buy a capture card, there is another option that I haven't tried...
If the computer has Windows 10, then you can get the Xbox App. Once you have the app, you can connect your Xbox to the app and play Xbox games directly on the computer. From there, you MAY be able to stream your computer screen to your favorite streaming services. This would again require some sort of streaming software though, so if software isn't an option then streaming isn't really an option as far as I know!
Note, you cannot plug your XBONE into your computer's graphics card and expect to stream. The graphics card is meant to export display information that it generates, it cannot import the display information from your XBONE.
