We're trying to find an equation of the form y = mx + b; find m and b. If the line is parallel to y = 4x - 1, then we can already say that m = 4. If the line passes through the point, then plug that (x,y) into the equation and solve for b:
-1 = (4)(-3) + b --> b = 11
Thus, the answer is y = 4x + 11 (answer b).
