When multiplying two terms which have the same base (in this case, -9), the base remains the same and you add the exponents together.
Here is a generic example: (xn)(xm) = xn+m
For your specific question, the base (x) is -9, the first exponent (n) is 10, and the second exponent (m) is 4.
(-9)10(-9)4 = (-9)10+4 = (-9)14
