Yes, more or less, just as Cuba is in North America (and Latin America). The islands near a continent are considered part of the continent, thus Iceland is part of Europe and Cuba is part of N America.
The two languages of Haiti are French and the creole patois (Haitian) which is a language of mixed origins, African and French and a little bit from elsewhere. If French Guiana is in Latin America (it is) so is Haiti.
