In 2007, the U.S. government spent $31.8 billion on foreign aid. The entire budget was $2.77 trillion. Estimate the percentage of the budget spent on foreign aid by rounding the foreign aid budget to $30 billion and the entire budget to $3 trillion. Calculate the percentage without using estimation and compare the two results. Round your second answer in percentage form to two decimal places. It's asking for both the exact and estimated percentage.
