Hello,
This is fairly dependent on the version of Outlook that you're using. For 2016/2019, select the Contacts icon in the lower left corner of the outlook window. (Envelope = mail, Calendar = Calendar, People = Contacts etc..)
Once you're in the My Contacts view, select New Contact Group from the ribbon in the upper left corner. This will open a new window allowing you to search for an add members, add notes, etc.
Also, after the group has been created, you can use this as a distribution list when sending messages, scheduling meetings etc..
