There is no Google product called Teams. Do you mean Microsoft Teams? While both Outlook and Teams are part of the Office 365 suite, Teams is not used for email and thus you are not able to migrate Outlook to Teams.
If you are trying to migrate Outlook email to Google Gmail, that depends on your configuration. Are you using the Outlook desktop email app? Or Outlook.com email? If it’s Outlook.com, you can download these messages in Gmail by adding it as an external account. If your email is in Outlook desktop, how to migrate is going to depend on how you connect to that email account and whether or not you are downloading messages (POP) or if you keep them on the server (IMAP/Exchange).
