I want to make sure I understand your question. I could interpret this in two possible ways.

If you are just trying to put two attachments in an email, you can create new email, and simply drag the attachments over. If you need the text as well, create a new email (similar to a package email) and drag both of the original email files (entire email not just the attachment) into the new email.
