What is the best way to organise the e-mail folders I have over 16,000 in the inbox of outlook?

You should develop a multi tier folder system with no more than ten at the top and then no more than ten under each one, and you might even have a third level if needed. That means that you might have 100 folders with 160 items each (average) or if a third level, up to 1000 folders(probably too many but in a few cases perhaps necessary.)
