To transfer your MS Outlook contacts to WhatsApp requires you to export the entirety of your Contacts to a CSV (Comma Separated Value) excel sheet.
Take this excel csv and import it into either your Apple ID or Google account. WhatsApp is primarily used on mobile devices such as Android or iOS.
When you have the contacts synced into your Apple or Google account, verify that they are viewable on your mobile device under the Contacts section. Once they are there, you can check your contacts again in WhatsApp and see who you can converse with.
Only contacts who have WhatsApp on their mobile device installed will show up as available to chat to. Otherwise, you have to invite folks to chat with a shareable link.
