Outlook is simply a client that reads e-mails from the Mail Exchange (MX) server where your e-mail is housed. More than likely if you are manipulating e-mails that aren't reflecting properly in the client (Outlook) then you need to verify A) the protocol you are using for your e-mail (POP or IMAP) and B) if you are indeed connected to the Internet.

As I stated, all Outlook does is read e-mail from the server. It's a way to manage and pull e-mail from a source.
