If you calculate the slope between (3,2) and (-7,2) the result is zero(0). This means the line containing those points is horizontal. A line perpendicular to a horizontal line is a vertical line (no slope). The equation of a line with no slope (or a vertical line) is of the form x = n where n is the x coordinate of any point the line contains. So the equation is x = -8.
