Slope = (-1 - 3)/(-2 - (-4)) = -4/2 = -2

Pick one point.

-1 = -2(-2) + b
-1 = 4 + b
b = -5

y = -2x - 5 or 2x + y = -5

1) determine the slope, (-1 - 3) / (-2 -(-4)), or -4 / 2, or -2
2) substitute into slope intercept form: y = -2x + b
3) now substitute either pair to determine b.
