Look at the units:

(liters)/(liters/bottle) = liters(bottles/liter) = bottles.

Treating the units like independent fractions will

tell you what to multiply or divide to get what 

you need.  So... divide liters by liters per bottle

 

24/1.5 = 16 bottles
