As a result of the defeat of Napoleon in 1814/1815, the Congress of Vienna had to answer the question of what to do with Central Europe. The answer was to create the German Confederation, 39 loose German-speaking states including Prussia and Austria. However, this confederation fell short of economic and political unity. The rivalry between Prussia and Austria was a significant factor that revived the older idea of a greater or lesser Germany. In other words, the inclusion of Prussia and Austria in the unification process would mean the Greater Germany (die großdeutsche Lösung), the exclusion of Austria the Smaller Germany (die kleindeutsche Lösung). In a series of three victorious wars of Prussia against Denmark, Austria and France, the smaller Germany under the leadership of Prussia was founded in 1871.
