A formula for the sequence would be an = 16.5 + (2.5)·(-1)n-1    n = 1, 2, 3, ...

The (-1)n-1 equals 1 when n is odd and -1 when n is even, so it either adds or subtracts 2.5 from 16.5, yielding 19 when n is odd and 14 when n is even.
