It gives and preserves the natural rights of the citizens and makes sure that a government does not interfere with those rights.  Recall how totalitarian governments oppressed the citizens?

 

Unfortunately, the Bill of Rights came with no consequences.

It positively impacts public policy by making sure that public policy doesn't impact citizens negatively.  The absence of a negative is in itself a positive.  Think of each amendment in turn, and how public policy could have been shaped against the interest of citizens either as a whole, or as a minority subset (i.e. racial, religious, gender, disability, or ideological lines) should that amendment be absent.
