I just have to complain about the wording of your teacher's question.
The expression not greater than does not mean the same as less than.
For example.....10 is greater than 7.
5 is not greater than 7
7 is not greater than 7.
So not greater than means less than OR equal to.....so technically, you can't answer your question!!!
But if 4 out of 5 cars is greater than 25000, then the other 1 out of the 5 is not greater than 25000....so your fraction should be 1/5 of the cars is not greater than 25000.
